Switches? Spoilers for switches puzzle hopefully

Anyone work out what to do with the switches? I feel like it must be something to do with the map and the postcards or possibly the maths textbook, but I've got no idea.

A more useful hint for anyone struggling, hopefully without being too obvious:
Pay close attention to the writing on the map...

I was trying to press the buttons for all the places that were shown at nighttime on the postcards but that didn't seem to do anything, the buttons don't seem to do anything at all and I can't pin anything to them using the paperclips or anything.

Also wasn't sure if the coloured lights in the box corresponded to the colours of the countries?

I'll give you the directions here. Note: this will be the directions to solve the (basically) final puzzle. Don't read it unless you're absolutely stuck!
You have to take the inputs from the cheat codes in the order/numbers of the items listed on the post-it note.
For example: Spare Fuses x 3 is first on the list. This means the first 3 switches are taken from the first 3 inputs of "Fusion Bomb," the corresponding cheat code. Batteries x 2 is second on the list, so you take the next 2 inputs from "Power Blast," it's corresponding cheat code, which gives you the orientation of the 4th and 5th switches. The important step here is that you must continue to move from left to right on the cheat code sheet to get the inputs, they're not taken from the beginning, for example, as most people seem to try first.
