Is there a way to toggle the UI off?

Note that unfortunately this does not prevent tooltips from appearing, including additional debug information. If you are doing this to take screenshots you will need to move the cursor to the edge of the screen. But there does not appear to be any way of suppressing the tooltips altogether.

I think that if you press U followed by SHIFT+U it will also disable the cursor. CTRL+U should hide any text which is being rendered over the battlemap.
