It doesn't stray from the basic concept of multiple human factions attempting to colonize an alien world, but it does expand on it quite a bit in just about every other possible area to the tune of a decade's worth of gameplay development and evolution in the Civ franchise. The one thing missing that I've seen people griping about is unit customization which I never found added much to AC's gameplay. Tech progression was so linear that the ability to customize really didn't add very much. I kind of do wish there weren't such hard divides between the different affinities, which would allow for a higher degree of customization in BE, but oh well.
If you're really curious about AC you can just buy it on GoG for $5 and see for yourself.
Even if it just a graphics and gameplay update to Centauri - it'll be a cracker!
Edit: "they" should open up AC to player mods and workshop stuff. The game would explode again and be amazing with some new skins and player tweaks
Considering XP is not even in long term support anymore, I'm not really sure you can hold that against anyone. Supporting XP now would be like supporting 3.1 when XP was around.
