Hi guy what happened after? I buy this game a month ago and I have a same problem.
It was doing the same thing to me and I think I figured it out.
1. DO NOT TRY AND LAUNCH WITH THE Desktop SHORTCUT!
2. Go into Steam and click PLAY from the Steam Menu
(an option will come up to play the game, OR, play in DX11 mode.)
3. CLICK PLAY IN DX11 mode.

you need to choose the «the bureau» application in the: user/library/app support/steam/steam apps/common/The Bureau. right click on content and look for cider

- checked it out, different issue to this thread. I just had to verify files to get it to start on Windows 10.
After I finally got the game to start, it crashed in the tutorial due to having both PhysX options enabled. Disabling one allowed me to continue.
The QA team on this game were hopefully fired a long time ago.

That actually worked
Same here. It said that the game cache was 100% ok, but still it downloaded 17 MB and now the game works.
