So is this the whole game or only the first chapter?

I'm really interested in playing this game, from what I've read it seems like a mix of Saya no Uta (which I loved!) and Totono.

But is it one of those Steam releases where it's just one chapter rather than the whole game because only one chapter has been translated into English? Like the Higurashi releases? The subtitle of the game seems to suggest it's only the first of six chapters included. The game doesn't have this subtitle anywhere else and on Wikipedia it says the first chapter of the game is Down the Rabbit-hole.

If so, does that mean I'm only getting chapter one, or is it only the first chapter on Steam itself and then the rest is part of the 18+ patch the majority of the reviews mention? I assume this is to get around Steam's ridiculous censorship requirements.

I've gone through the "important announcement" page and the JAST USA patch page linked on the game announcements, but they don't explicitly state this anywhere. I'm only going from what I've read from the reviews that say the patch is a must. I'm assuming it's what they do.

If anyone could clarify this for me that would be great. If the other 5 chapters are indeed restored with the patch then I'll pick this game up right now.

If you apply the patch found under the "Important Announcement" section, then you will get all 6 chapters instead of 1.

I would say it's because the rest of the VN past chapter 1 (5 more chapters) are very extreme and Steam doesn't like that. And I assume the developers/publishers of the English translation didn't want to censor the game because the graphic content is important to the story. My guess is, they can market the first chapter and release that on Steam as a seperate entity because it doesn't contain the mature content, and having it as part of the patch is a workaround because Steam doesn't cover mods or "unofficial" patches

All the above you stated is correct. They wouldn't be able to release an all-ages version because that would have required them to rewrite the story completely, which is not worth it since that would also mean we would be losing the disturbing and suspenseful content that makes this VN so entertaining.
