It is? I simply would not expect that because any such game like this is full with nudity, females etc and sometimes has a patch to uncensor certain things.
Yeah visual novels, almost all of those I come across feature the tags this game has.
I only liked Song of Saya for the loli, not the dark lovecraftian story, depravity, and tragedy that it was filled with thanks to Urobutcher.
I only liked Tsukihime for the maid sex, not the crazy world with insane powerlevels, a protagonist who can bring death to anything that exists even if it's only a concept, a very original take on vampires, and a seriously messed-up family.
I only liked Fate/Stay Night because of Tohsaka's butt, not the fights between epic heroes slaughtering one-another in a battle royale for the holy grail, the buildup to the reveal of Archer's identity, and the cruelty and irrationality of the Magus families seeking the grail.
I only liked Rance because of the hot women getting it from Rance's hyper weapon™. Not the addictive and fun gameplay, wide range of characters, multitude of routes, and optional content in absolute spades. (This also applies to Big Bang Age, Daiteikoku, and Kamidori)
I only liked Inganock and Sharnoth because of the sex scenes. Not the bizarre setting, unusual prose, grim setting, altruistic protagonists, and unique art style.
I only liked Wanko to Kurasou because of the cute lolis. Not because of the... okay fine I only liked it for the lolis, it was mediocre otherwise.
I only like Subahibi because tribadism with Kagami. Not the unusual story, the underlying madness, the creeping feeling that something is seriously wrong, nagging questions, references to philosophy, and the brutality of humans in the face of the upcoming apocalypse.
What I'm saying is you seem to have this idea that an actual plot and erotic content are mutually exclusive. They're not. They're a nice bonus but they're even better when they make sense in context and aren't just sex for the sake of sex. I will admit however that it was sex for the sake of sex in the initial route before everything goes south.
No offense mate, but the genre of visual novels have been there before some of us were even born. They wouldn't be so successful if all they were are 'fap' or 'shlick' tools. As evidence, many of them have been adapted into mangas, animes etc. The Fate franchise is the best example of this but there are also the likes of Utawarerumono, Clannad, Tsuki- oh I forgot, there is no tsukihime anime.
Finally, not all Visual novels are getting good reviews, if a product is shayt it will still be treated as shayt. However, if a product is genuinely decent, why not give it a praise? It's only fair.
One day, maybe people will stop making such a big deal about nudity...
