I think Redux also generally has less public games because your average Redux player prefers to play privately more often.
What I would recommend doing is making a post on the forums here, or maybe try asking around the discord servers to see if anyone is wanting to play Redux.
I haven't had a single positive experience playing pub games in DD1 so I haven't ever had the desire to try it again at any point.
People just go AFK and expect you to do everything while they sit there and drool in a cup the entire time, or they are active for the sole purpose of snatching loot but get themselves killed quickly trying to loot said items mid combat.
I've literally never met a pubber who upgraded any of my towers despite playing endgame content where people should at the bare minimum know the basics of how to play by the time they're level 90+ but I guess that's asking far too much.
I'd rather not make my game harder to cater for people who can't even upgrade a few towers for me. I built the whole defense, the least they could do is upgrade some towers but nope, never happens.
Like Rolls said, the discord server is your best bet since pubbing in dungeon defenders is usually a horrible experience hence why there's usually no games available to join.
And all of the Dungeon Defenders games are part action RPG already.
The fact that the game has not had a real content update in so long is exactly why something like Redux exists. Redux exists to try to preserve the game by bringing new content.
And, like ForeverMaster said, all DD games are RPG by nature. They have all the mechanics of an RPG game. Only thing that's different is they've brought in features of other categories too, such as TD.
Also, a card system does not classify a game as an RPG, nor does an RPG game need a card system to classify as an RPG game. If this were the case, the by all technicality something like UNO or Poker would be an RPG. Card systems are merely a thing that a lot of modern RPGs have brought in, but it most likely won't be permanent. The video game market is extremely fluctuating, and popular mechanics come and go.
