No idea where it's gone.
They want Russians to be portrayed as stupid drunkards, criminals or hoes. This campaign contradicts to informational war they're conducting (Russians are bad, are enemies, are planning to kill us all, are hacking us, etc etc etc).
That is why it was removed. Of course they will tell you different story ("we have lost rights", "we sold rights", "we didn't acquired rights", etc).

The resistance campaign where you play Viktor Troska is much ,much better. And you get to play as a Russian too.
