Report a translation problem
I'm pretty sure Playism needs permission from the original developer (in this case, kikiyama) to put the soundtrack on Steam.
Don't they need to put the game in the first place? And the soundtrack is already on sale on iTunes anyway.

You can do the same with PRICE, Heroine's Quest, Relic Hunters Zero, Khimera, and other free games that have cards. (though RHZ and Khimera can be activated with keys to enable some drops)
The problem for this game would be that it was after Valve's change that a game has to sell a certain amount in order to allow cards, which is impossible due to it being free and no microtransactions(and microtransactions are like $9 for a single card which means it's not worth it)
