In the meantime you could use mods to make shark not attack your raft. There is also a mod called SharkAlarm that adds an icon fades from white to red when the shark gets near.

I am deaf as well. This is frustrating for me. I can hear a little bit on my left ear. I use the following for game sounds and music:
Sennheiser HD 700
Schiit Vahalla 2 AMP
Schiit Biforst Multibit DAC
All games/music I always set them to max but on my AMP, I always set them to between 50% to 65% for comfortable hearing. I don't have any trouble with it in all games except this one.
This game's volume is ridiculous. I have to turn my AMP to max to be able to hear seagull/shark but that only work if they are very close to me.
As a deaf guy, I would prefer to have visual indicating of shark and seagulls on my raft. Volume in-game definitely need to be fixed, it's ridiculously low.
Accessibility should be in the game already not from mods.
