As far as literally sharing the save back and fourth goes; you and your brother would have to transfer a save back and fourth via a file hosting service (or USB if your guys live close) each time one of you wants to do a little work on the save without the other being online... If we were to see something like this feature eventually intergrated into "any" game, it would be the first time I've ever seen it.
The best way a game could likely do something like this, is for the game to do a simple check to see which save on both computers has the latest modified date, and then overwrite the old save on the one computer with the updated save from the second PC; again, this kind of stuff likely opens possible vunerabiliites which developers stray away from for simplicity. I don't think its impossible though, its just out of the realms of what most developers wanna attempt; especially considering that for how much work and thought will go into perfecting it, most devs likely spend time elsewhere improving the game adding features or fixing bugs.
Hell, a lot of devs refrain from even adding Multiplayer because it adds an extra level of difficulty for them that is aside from the actual game, let alone a special save transfer feature not seen in other games or achieved by other devs.
With all this said, I understand your predicament and the most we can probably hope for, is a dedicated server... With this said, you should probably read what was already mentioned by the developer concerning Dedicated Servers...
You won't find it worth the time and effort of constantly copying save files and ensuring the other person has the up to date save file and vice versa.
Not to mention the can of worms if you both decided to progress in solo and then have two different save files, meaning someone needs to lose their solo progress and accept the other save file for coop to resume.
Start yourself a new solo world and play around in that until (if) dedicated servers are an option.
