They already exist, have done for as long as minecraft has had large bodies of water. Just look up a minecraft seed that's heavy on ocean biomes.

Unless you mean a minecraft map that imitates all the story based locations and maybe a few of the more random islands? In which case, you best best crafting.

This could be done using a custom plugin and multiverse generator. If one doesn't already exist you can code it yourself or even ask someone else to code it. Some will do it for free, others will ask a fee.
