It requires a double floor.
If you want to go higher then you need the walls and the ladders to overlap each other. The moment they're the same height (due to either mini ladders or half walls) you can once again only go one or the other.
so start with a ? base float tile, a sloping roof one facing toward you then a half wall on top of that.
the ladder in that case and mine allows me to climb the ladder from the water, a gap, between the floating tile and then the ladder against the half wall above that or at the top of the ladder. the top half.
