You can only see and join games hosted by your Steam Friends. If you don't have Steam Friends who own the game or are actively playing right now, there are plenty of other people looking people to play with in Looking For Group sub forum.
The developers are aware of issues in Tangaroa while playing in offline mode and are looking into it:

I play this as a single-player game. The only thing being online does for me is unlocking Steam achievements. Other than that, there is no need to allow this game anywhere near my internet connection. I see no need to attract spyware, adware, ransomware, internet trackers, excess usage of my data plan, and forth.
Why would you tie a game mechanic to the internet when it doesnt have to be? It makes zero sense on why, out of all the possible pieces of code, this one is somehow tied to a network.
