Just want to point out, they likely did anticipate it. A lot of things are meant to try to match real world situations (to game standards of course, not saying it's 100% realistic). In real life, if you're on a boat and depending on the wind to move you're not going to be able to go against the wind. You'd need a paddle or engine to do that. And just like real life, in the game if you're depending on the wind you can't go against it, you need to use a paddle or an engine (once you've unlocked it).
Until you get the engine, if you are that far off from the target island I'd suggest just turning off the computer, setting yourself with the wind and just riding it for a while. Take the time to collect things and after a while, check the computer again to see where the next one has spawned.

You can reach Balboa island, the only location currently designed to spawn in direction that is against the wind from your raft, using paddles if you really want to. I did just that, twice. Be sure to have several stocked up or materials to build few before attempting. Turning sail to the direction of Balboa will help while paddling as it'll slow down windward movement.
If any other story location spawns in direction that is against the wind, you can simply let your raft drift with the wind until you're over 2000 meters from the story location. The story location will then despawn and game will spawn a new one, hopefully in direction you can sail to.
If you are trying to get to another destination, and it is up wind of you, just keep sailing/drifting with the wind. The game only spawns islands a certain distance from your raft.
Once you get far enough away, it'll just spawn a new one.
Just repeat until one spawns you can sail to.
Except as mentioned Balboa will ALWAYS spawn against wind and requires a motor.
OP should be able to just keep sailing with the wind and pick up the island when it respawns.
The game is so basic, it has hardly any realistic elements.
