blue key, and bolt cutter

I cant find these items anywhere on the ship. I think im at the lowest level, which i need a blue key to enter the door. Then i read online the bolt cutter is in the lowest level. Anyone help me find these items? Note i do not have any portable light source. Sad we cant make a simple torch lol

You need a Head Lamp. The Boltcutter is on that level and will open a locker containing the blue key.
