Butler Bots not spawning on Easy difficulty

Genuine question do the butler bots not spawn on easy? The lurkers were missing from the tunnels as well. I tried restarting the game to see if that would fix things but no luck.

Does anyone know if travelling away despawns tangaroa and resets it? Otherwise I have no idea how to progress normally without sequence breaking. I'd appreciate suggestions.

The lurkers and butler bots should be there in all modes.

Yes Tangaroa will despawn and reset if you sail far enough away, I've done it many times to stock up on stuff.

Travel 1000 tiles away soft reset (natural resource and some storage, maybe enemies) 2000 tiles away from an island hard reset (everything regen), 2500 tiles is hard reset + relocate island to the direction your raft is travelling to
