If engine controls exist them the option on the anchor itself doesn't work.
If you want a way to be able to raise and lower the anchor without going all the way to where you put your engine controls, then the "easiest" option is to build a second engine control next to the anchor.
I can throw any (or all) of them and the raft will just keep on moving as of the rope that ties the anchor is made of rubber.
So there always need to be someone paddling if the is no more wood for the engines.
1) Have you tried to verify the game files?
2) Are you using any mods?
Also, once you reach the next story location you can stop having to use wood to power the engines.
