Had not realized game runs in borderless fullscreen window by default and, as you found out, changing resolution in that mode just shrinks the window. Never had reason to adjust resolution before now so I did not know that.
Edit: did some more experimenting:
You can hit alt+enter to switch between full screen and window modes.
Interestingly if you do it in exclusive fullscreen, it results in bordered window you can move around. Handy to know in future.
Odd that borderless window is the default option. While there may be stability benefits, running game in window should usually result in worse performance than running in exclusive fullscreen.
