Now an interesting fact - steam global achievements say that the latter was achieved by 0.4% of players, but the Cache Collector was achieved by 0% players.
If you go to the flickering light Jelly fish entrance where you originally get the bulbs to fix the light below you will notice an elevator shaft on the left. Just past that is a door on the left. Go through the door and directly in front of you will be an air pocket with a buoy. If you swim up there you will be able to climb out to the left. The note should be just there. Again, my memory is rusty because I was getting entirely frustrated with the whole area at that point. Unfortunately this will not resolve the Cache Collector achievement which I am convinced is bugged.
I have visited a couple of such locations and then stopped because there was nothing ever there... Seems that it was a mistake.
As a bonus, which I discovered swimming around for hours. If you swim to the shark encounter arena you will notice there are are alcoves on each side split over 2 levels. Each alcove has an air pocket at the top of them. On either side is an air vent. Over the 3 arena levels there are over 20 good healing salves to be found in the air vents.
Saves a lot of resources!
