Am I even supposed to reach the yacht yet?

Quest 2 is upwind all the time, I need to paddle to even move closer and all resourses in the ocean are gone. I now need to destroy my raft to make new paddles. Am I even supposed to reach it or do I have to do something else first?

Just let your raft drift with the wind until current version of Vasagatan despawns and game spawn new version of it, hopefully in direction you can sail to. This trick works all story locations except Balboa Island that is designed to spawn upwind from your raft and require you to use either Engines or Paddles to reach.

what he said. Follow the wind, farm resources, all islands are procedurally generated and the trash stream flows with the wind. Dont sweat the main locations, they reset if you get too far away and you can generally get them where they're not upwind so you can get there. Slow down, enjoy the game, its a journey, not a destination.
