how do horizontal pillars work
for some reason they allow placing floors next to them only 50% of the time. I can't figure out how they work

The floor tile needs to connect to the pillar along one of the floor tiles sides, its not enough if it just touches the floor tile on one corner.
Besides that it should work, in weird corners and stuff you sometimes need to look at the building place from the right angle for the green-ghost-tile to appear, so moving around or moving your sight can help.
In a straight line (for example roofing a big room) they should appear without much problem unless you totally don't look at the building point.
Besides that if it doesn't work you should check your gamefiles integrity.

i found it so apparently 2 long horizontal pillars only support one half of their length

Nope, you can attach 4 tiles to a horizontal 2 long pillar, 2 to each side.

horizontal pillar expert here, try placing one vertical pillar, build a square of the horizontal pillars, then build the floor on top of them, remove vertical pillar= magic.
Then from there just build in squares to expand
