On a more lighthearted note - what the hell is he hoarding, its not like there are super rare items in the game...
It all depends on what you have agreed on when playing together, also who is the host i guess.
i ALWAYS keep a "personal" locker, so when i need a tool, weapon, or specialized equipment, i know there is a place i can go that is guaranteed to have it.
i hate going to where stuff is SUPPOSED to be, only to find out its not there because someone else took it and didnt replace it.
i keep a full stack of every resource too so i can make every item out of 1 box.
its easier just having your own stuff if you need a item made quick.
especially if the other player is the one placing all the boxes. it can be a major pain to have to run around to 5 boxes that you are unfamiliar with just to make an item you need fast.
and then they decide to reorganize.....

It wasn't because I was hoarding. It was simply that, each time we reached an island I wanted to clear my inventory quickly and didn't want to get told off for putting stuff in the wrong place?
Seriously though, was any kind of discussion had about such things beforehand? If not, then just give him the benefit of the doubt, agree 'terms' moving forward, and continue to enjoy playing together!
On a personal note - nothing wrong with each person having a personal chest for his/her stuff. I have a fully prepped chest on my raft in case i have a guest. The chest in question has a full set of armor + all the tools + weapons + food + water + fancy healing salves.
Nothing in Raft is so uber rare that it is worth hoarding.
Besides, those items are rather easy to get. There's really no point in getting bent out of shape about it.
