No. The anchor has to be placed on the first floor/base of the raft.

No anchors can only be built on the foundation tiles

had the same idea. wasn't possible so I've built the anchor at the first floor and put second (half) floor with sail as close as possible around it. it's a bit fiddly but my anchor is hidden well and i can use it from the second floor.

I honestly think they should change this. Most rafts eventually get built higher, and the sails are too.(unless you like sailing blind) This means sails are all the way up and anchors are all the way down.

I agree. I had built a lookout tower up and off to the side of my raft and wanted to put an anchor up there with one sail (I used a sail mod so I can control all sails with one sail and I like the view from up there) but got stuck with not being able to place the anchor up there.

yes, being able to have your anchor up on your top floor with your sails would be great.

I did the same, I put a roped hole in the floor of the first floor above the anchor so I could control it from the first floor.
this is possible unless they patched this as I had an anchor on my 3rd floor though being it was ages ago I forget what I did to put it up there but it is or at least was possible as it was up there until today when i removed to add the new anchor only to find it not working and can't remember procedure I took to get the mid one up there in the first place

must have been a really long time ago as it wasn't possible in 2018

I've tried a lot of ways to try and get the anchor to build on anything but a foundation, don't know how you did it once.

Hole in the floor next to your steering wheel is the way to go, if you can see the crank you can raise or lower the anchor, your arms are crazy long in this game.

Of course with the new remote controlled anchor you can place it anywhere on the foundation and have your controls up as high as you want.

no don't think it was that far back as I've only had the game a few years don't think I had it in 2018.

As I said it's been awhile since I did it but seems I remember it had to do with overlapping the flooring or something as I seem to remember there is a way to over lap the floor (perhaps mod or something) that allowed me to place it where I did and I had it in a different spot before that on upper floor so I did it in more then one spot.

I only came across this thread being I removed it to put on the new anchor and could not place it or the old one back so been trying to remember what I did to get it there in the first place

WOO Wait the new anchors remote controlled??? I was not aware of that if so that saves me a bundle of time not having to sort out how to place the anchor higher up
