Raft, hence its name, is survival on raft - not on island. Island is just one way of getting resources and explore story content. You need to expand your starting raft to whatever you like also do not destroy original raft otherwise you will have trouble finding drifting debris as the debris patch are designed to go through center tile of said raft
When in the water close to the raft, move forward and press the jump button - it propels you up above the waterline some ways and with some force. It can be tricky to get on the raft if it is floating away form you, especially with the engine(s) turned on, or if you have built structures that can be in the way, where you attempt to jump back up on your raft.
For getting back on raft, what's the issue? Jumping while you're on the water's surface will make you jump, and then you return. Maybe try enabling "Motion Sickness" option if the waves are interfering with your jumps.
For the second issue of getting back on the raft, not completely sure what it can be. In my experience, when I try to get back I just don't despite getting some height in my approach. Could be that since the raft rocks sometimes, the side of your raft just collides with your character and stops you from getting up. Hope this helps!
