Report a translation problem
It's a very political and frustrating topic, and everyone has different thoughts on "Justice" and "Punishment". The developers are likely trying to avoid making a statement on that topic.
I highly doubt he would be fed in a cage forever, or have any possibility of escape.
.... the NPCs mention "the Council will decide what to do with him" - so the player can imagine their own ending in a sense.
Feel free to write your own lore for what happens to him afterwards. :)
In my mind, the Council gives him a fair trial, with all the lore/evidence found at each story point used against him. He's found guilty, and is given a fair sentence - I will let the readers fill in the blank of what that means. ;)
