Can I not harvest clay with plastic hook?

I see it and I hover over it till I get the hook icon and hold left button and all I do is throw the hook. What am I doing wrong?

Some resources spawns at ' bad spots ',
hook can only dig at these resource at a submerged and ' swimming ' state.

As you are more above the water level, you ended up ' throwing ' the hook.

You did nothing wrong, just need to find another, to dig while swimming.
