Check small and default (tropical) big islands. The other types of big islands may only have a small amount of ore, or none at all.
you're searching the wrong spot and if you already scavenge clean an island and its surrounding ocean move on to next island.
Island only resets when you're 2500 tiles away from it, which I'd suggest just keep moving in one direction and have new islands spawns in your way to farm. Also visit story islands that have metal ores once in a while
Chances are very good you've swum past a lot of metal thinking it was rocks. They're about the same size and the glow everything has can disguise the metallic sheen. Metal, like copper, often spawns on a vertical or slanted surface, while rocks spawn on the sandy bottom bits.
