Where to go: Between the buildings is the place to start. Most of where you need to explore is highlighted with glowing coral, or in places tagged with 'G'.
Breathing: I went through perhaps 5 sets of oxygen bottles and flippers. To attempt Varuna without them is to suffer. Stock up and come back if needed. Air can be found at bubble spots, and if you're indoors then look for bobbers with ropes underneath that hint you can swim up and breathe at the ceiling.
Getting air from bubbles is a great tip - I didn't know that on my first run through and it was pretty hard.
That crane nearly had me in tears. I was so frustrated. I tried again and again to jump from the top of the construction vehicle to the broken pillars and always fell jumping from the first pillar to the second.
I always played games like The Sims and Tropico (aside from my old NES days) Your tip to just build a ramp from your boat saved the day. I do not care how much in materials I wasted.
At the big shark there is more air than just the bubbles for air. In the lower corners, there are air-pockets in which the shark will not attack you.
Just stopping by to get validation for my upcoming task of ascending the crane to get to the top level in Varuna Point by building a ridiculously tall tower. I really hate jump puzzles and will do just about anything to avoid that crap, including jumping around the mountain on Balboa and making a really tall tower for the radio station. Palm leaf roof segments is a really good tip.
Don't anchor close by. Should already never do that anywhere this far into the game.
It's not the easiest but there's not many spots where you'll run in circles. Be patient, know your options, and plan how to progress through them, and you won't have to repeat or backtrack much.
