If so cycle it 2-3 times and you should be able to move again.
If you don't have it the build one and cycle it 2-3 times.
ADD: try sails and see what happens.
Is there a snowmobile jammed on your raft somewhere perhaps? Or maybe you're stuck on a chunk of ice?
I have just tried this and its still not working.
Dropping anchor via the engine control stand and then lifting it again if the engines were on seemed to leave the engines thinking I was still anchored even after stop/start/reverse.
Removing the anchor/engine controller and then placing them down again seemed to have fixed it long term...no idea if that was coincidence or a patch.
I had 2 engines going slow and the same happened when I upped my raft to 4 engines as a test (when 2 was plenty) so it definitely wasn't a power issue.
After that, I toggled the anchor control up, down and up, and the ship moved as expected.
