Islands are a hub for a number of resources required to progress on your raft. Without stopping at islands to get essential materials you can't easily get on the water naturally, you will be pretty limited in what you'll be able to craft/progress in.

it still has a shark in it though
Well you can play on creative but all the survival elements are disabled (including islands) and your raft is stuck in place and can't move but you have infinite resources to build stuff. Shark is still there but just circles around doing nothing.
No, shark eat rafts in this game, but you can kill and eat the shark too as well as get shark head trophy.
