Regarding Raft, if other players do not have the same performance problem, and all other games work fine on your system, then the issue is harder to identify. Basically you have to invite a developer to visit you at home so he can compile and test the game on your machine.
It is because the AMD XFX 6900RX and bugs in it's driver. Bugs which maybe were not yet discovered.

Of course can be something else too, like Unity problems related to some AMD features which you do not know that you should deactivate until they fix something.
if you want a more professional answer, from the developers themselves, chances are low. Their game has 120K reviews and I do not see them posting here.
