unjustifiably high GPU util

I have am AMD XFX 6900RX. This game within 10 seconds reaches utilization and temps that I would see after playing Red Dead 2 Redemption for 6 hours.

i have an rx 580 and have no issues with usage and temps, and i play on max settings, i do however play at 1080p 60 fps.

My issue is starts at the title screen. The GPU is running under full load on everything. I will not play this game until an explanation is given.
I have never had any experience like this with any other title

That means that Red Dead 2 Redemption has some leaks which leave some active processes running. Because temperature would increase much faster, not after 6 hours.
Or your cooler is not good enough.
But if you say you observe "utilization" too, maybe is the first case. Or it happens in a certain place which by chance you visited after 6 hours.
Regarding Raft, if other players do not have the same performance problem, and all other games work fine on your system, then the issue is harder to identify. Basically you have to invite a developer to visit you at home so he can compile and test the game on your machine.

It is because the AMD XFX 6900RX and bugs in it's driver. Bugs which maybe were not yet discovered.

Of course can be something else too, like Unity problems related to some AMD features which you do not know that you should deactivate until they fix something.
if you want a more professional answer, from the developers themselves, chances are low. Their game has 120K reviews and I do not see them posting here.
I have no idea if they post in other places.

This game only causes my GPU to run at max load upon launch. It is like furmark. As far as I know there is no reason for this to happen on the title screen. It would make more sense if this happened upon loading.
