Where is the Second Chapter?

For some time now I have seen new islands, cities, weapons. I think it's the second chapter. But these updates do not appear in my game. What am I doing wrong?

Have you crafted and installed the receiver and 3 antennae? Have you visited any story locations? You need to visit each story location in order and find code to unlock next story location in each one.

Chapter 1 - Radio Tower -> Vasagatan -> Balboa Island ->
Chapter 2 - Caravan Island/Town -> Tangaroa ->
Chapter 3 (not released yet) - Veruna Point -> ???
