Raft does not move, has no collisions and all survival mechanics including islands, derelict rafts, flotsam etc. are all disabled in order to improve performance and allow players to build as large constructions as possible in creative mode. It's been like that for over 2 years, almost from the launch of the game.

If you want to explore the world, you'll have to play one of the survival modes.
Oh, and btw, having more than 1 sail does nothing. 1 sail can move any sized raft in survival and adding more does not make raft go faster.
