Weird radio code

Does anyone know if the code in the radio is of any meaning? If you listen to the broadcast (where does it come from btw?), at some point you will hear a "robot" say "alpha", "romeo", etc.. etc... Any ideas?

Phonetic alphabet, used in radio, to spell out things clearly. Basically, take the first letter of each word to spell out what's being communicated. The words chosen are *really* hard to confuse with each other, where the individual letters (like B P V E C Z) can be easily misheard even over a clear signal.

Charlie Alpha Tango = C A T (for example) There's two meme-based messages to decipher, both shamelessly stolen from other games.
