Note: Just because you know where it is, you still need to ping the receiver to actually spawn it in while within render distance.
One time while approaching a structure, I was heading straight towards it, and was wondering where it was since I didn't see it. As soon as I turned on the receiver, BOOM the thing spawns practically right in front of me out of thin air!
You can test this yourself if you are good with navigating and timing. Those places just do not exist until observed by a receiver.
Also, if the batteries are not rechargeable, why do we keep the empty ones?
I'm assuming and hoping there could be a solar charger in the future. Maybe battery operated boat motor? Lol. They could expand on an electrical system in a few ways.
They can be used to craft flashlight helmets. Despite being empty batteries, they still work just as well as fully-charged batteries.
As far as I can tell, the upcoming battery charger will use same bio fuel as the engines (there is pipe connection) to recharge the batteries.

More than likely you'll also need to get to Caravan Island to get the blueprint for it.
