For example if you ought to upgrade simple foundation to solid foundation, you will still need 3 planks and 3 plastics to upgrade / replace (same as replace an entirely new one), but you get immediate refund when upgrade / replace for excess materials.
you only need to fortify border now, inner part is protected by border tile.
Later in game if you just have lots metal ores + scraps (for nails) sitting around doesn't hurt to fortify inner as well to give the foundation tiles a bit "metallic" feel.
