You cannot build on land or anything.
Well you can park the raft next to an island and stay there as long as your supplies last but you can't build on islands, resources don't respawn and new flotsam only spawns while your raft is moving so sooner or later you have to move on.
Game is pretty much designed so you can't stay put in one place for too long as you will run out of resources if you don't keep moving. The whole point of the game is that your raft is your mobile home base and you move it to other places not needing to build a new base on every island you encounter.
Game world isn't persistent and things only exist certain radius around your raft. Things can't be returned to once they've gotten far away enough from your raft to despawn.
Game's name is Raft not Generic Island Survival Clone XXVIII.
If you're looking for the game where you can travel between islands with a raft but build your primary base on one island, that's Stranded Deep. If you're never compelled to be tied to a particular island and have a dedicated mobile base that travels with you, that's Raft. It sounds like type of experience you're looking for is more Stranded Deep than Raft.
