HELP | Can't get up a ladder in Tangaroa

So i opened a hatch to the surface access in Tangaroa and got scared by all the water coming down so i quickly went back to my raft, and then when I realized it was okay I went back and am unable to get up the ladder, I can't grab onto it, what am I supposed to do.

That ladder is not meant to be grabbed, find another way around to the surface inside Tangoroa.

Hint: swim swish zap lots of zig zag stairs, ahhhhhh fresh air

There's a ladder in the storage room you can reach now, that the place is filled with water. Go to Plantation. You need to pick up stuff to fix the electronic door lock, only one for now. You can find the things you need in the available rooms. You should find your way to the surface in no time. Beware of the floor.
