You could test it for awhile and see if only one shark keeps spawning and if it keeps that way, submit a bug report so the developers can take a look here:

1 Player = 1 - 2 sharks
2 Players = 2 sharks
3 Players = 2-3 sharks
4 Players = 3 sharks
Perhaps it has also something to do with story progress?

Maybe you can help out about how many shark do a single player have on hard mode and how many shark should we have with players 2 and 3 and 4 etc..... ?
When i start up the game i see only one shark on the hard mode but after a short time the second shark spawn and little later the third shark spawn , i may think we should have 3 shark and 4 shark with 2 -3-4-5 player but i am not 100% , Anonymous Helper should know the right answer.
I think its perfectly fine with how it works atm, and if you desperately need food while drifting just make a fishing rod and fish while waiting for a new shark to spawn which is 3 minutes.
Where did you get 3 minute from when we talking about hard mode !
And i may think these people who chose to play hard mode knows very well how to get food and other stuff.

More action, more difficulty. Hunger and thirst is handled ok on hard, no adjustment needed, but 1 and also 2 sharks I find too easy in our duo-play.
We do not even use shark baits on islands. We jump from the raft on the island and then we jump a little bit further away or on the other side of the island in the water and collect items.
As long as you can't see your raft, the shark does not notice you (and for this not even someone has to stay on the raft!)
We played now for >10h on hard-mode, but we have never seen more than 2 sharks the same time (certainly killed them 20x)
So...for us this "shark action" is not enough, so I hoped a 3rd or 4rth shark could change it.
Want more "Jaws-feeling"...to be in the water must be a real danger. Your friend is calling in teamspeak "aaahhh the shark" and you have to flee out of the water --> panic can be fun ;-)
But this is action-wise no real hard mode at the moment with only 2 sharks and both are stupid as hell. A real shark can recognize you over a long distance, but if I jump in the water on the other side of even a small (!) island, the shark does not recognize us in most of the cases.
Building-updates are very nice, but survival aspect I like too :-)
Just read the 3 minutes spawn time on Raft Wiki unless thats wrong and or doesn't apply to Hard Mode
