90 degrees is extreme, AMD and its drivers have its fair share of ' heat ' and other issues if you google or type
AMD into the searchbar, many others complain of AMD problems with Raft.
Does your FPS spikes and jitters every few seconds based on Steam FPS or ingame triple ' O ' function.
Troubleshoot, tune all ingame settings to off or fastest,
tweak bios settings, overclocking,
vsync 60 ingame and amd control panel,
for performance, not quality.
Rollback to older, stable driver built,
' Newest ' doesn't always means the ' Best '.
Monitor Taskmanager on spikes of background applications while Raft is running,
conflicts and hardwares issues not included,
see if any helps or changes.

I've not overclocked anything. I tried turning SMT off and I've set the game to only use 4 cores but it still heats my cpu that much.
Does changing gpu drivers have an influence? My 3080 runs perfectly fine, not even hitting 55 degrees in this game.
I checked background tasks aswell, nothing is using the cpu much, its usage stays at 15% but still heats up immediately.
Though given how your system is reacting is a little odd. RD2 is more cpu heavy that raft. so it is indeed a little odd.
Its not directly a ryzen issue, at least not that i know of. My 3600 stays perfectly cool. There might be a bug regarding the 5 series maybe? We shall have to wait till someone else with a 5 series posts.
'Overheating' was maybe a bit wrong said. It doesn't actually overheat, it is just damn hot for not doing anything.
Idle: Core: 42°C, Package: 46°C - 49°C
Cyberpunk (maxed out): 58°C, Package: 69°C
!Raft: Core: 71°C, Package: 80°C (the temp goes up to 80°C as soon as I start the game and it doesn´t matter what settings I use, the temp always stays the same).!
The GPU(3080) has the same temp as in other games, maybe Raft has some problems with 5xxx AMD CPUs.
I have a Fractual Design/ Noctua air cooling system so there shouldn´t be any temp problems.

take a look at Bios, Hyperthreading off if available.
Windows settings power, advanced settings, research and lower certain options.
See if any changes.
Disabling Windows Update solved most of my issues, changes in Bios and manually inserting regedits.
All else I would still point my finger at ' AMD ', as with many of my other AMD related posts.
AMD users need some luck.
