Are you using a save file from before Chapter 2 released.
You are Supposed to Only know Caravan Island ' AFTER ' finishing and getting the coordinates note from Balboa.
After a fresh respawn of the world, lootable items in Caravan will renew for future visits.
At least now you have ' Caravan Island ' tab in your journal.
Unless you are modding your game, you couldn't of gone to Caravan first, as it doesn't exist in the world until after you unlock it via Balboa Island. None of the locations actually exist in the game world until you unlock the coordinates in the story. There is no skipping any locations as completing each one makes the next one actually exist.
you might well be the ' first ' to broke the Mach 5 Speed on a raft, traveled to another dimension or multiverse,
skipping vasagatan and balboa for their trigger coords and arrived into the future Chapter 2, before returning to the Past Chapter 1, and then back to the Present.
Should just leave it as ' its working well now ' or
try a new playthru to see if reoccurs.
