I had this exact problem. It was the first time I had built a steering wheel and engines. No matter what I did, the numbers just kept rising.
I'm not sure which of the things I did solved the problem, but these are some of the things I did.
- removed engines, sail, steering wheel, and receiver
- closed and then reopened the game
- put all the stuff i had removed back (this time I arranged them in a way so that my steering wheel was behind my radar and I could see the screen while steering)
and i haven't had a problem since
hence not enough to move against the wind,
likely its due to excessive foundations for your engine,
each could only support 100 foundations before slowing down, and fails to move.

do the engines actually fail to move if there are too many foundations? or do they just slow down?
