Tangaroa - Can't climb ladder to surface

I opened the hatch leading to the surface after the container puzzle.
Water immediately floods the whole area. So I try to climb up against it, and of course the rushing water makes it impossible.
No problem - I go swimming around until the water stops rising, but when I return to the ladder, there's no more water, but I can't climb the ladder.
Anyone else have this problem? Did I miss something?

You have to back track and go up the later in the container room that was unreachable before the flood.
