The 'special islands' (Tug boat wreck and the crashed Plane island) will spawn absolutely random!
It is said, that you mustn't use the sail or engines, but 'drift with the tide' for them to even spawn
(no idea, if that's true).
In my new world save, i already encountered the Tug boat (shipwreck [*not* the Vasgatan! ^^]) three times already (-> 3 Captains hats/radios) but didn't encounter the 'crashed plane' island yet either (and yes, i did 'old school' drifting only when i encountered mine ;-) ).
Good luck!
Regards, Kerulon
EDIT: typos
I will also mention that depending on what key islands you're near iirc you're more likely to find islands with a similar biome. Being near balboa island, for example, is supposed to have a better chance of generating more pine forest islands. So its good to turn off your radar and drift for a while and I think typically go with the wind since thats the default ocean current direction, this way you maximize the spawn chances for the original base islands.
In a other, day 300+
And its not only that it doesnt spawn, you pass far more islands as you are aware of. They are just behind the mist and or renderrange. If you use the "No mist" mod you will understand that very fast
