The wind never changes direction. Your raft might get turned around if it bumps into something though so it might look that way.
Radio Tower (and other story locations) should show as blue dot on the radar if you have set the 4 digit numeric code for it in the receiver. Green dots in the radar are Large Islands.
It's possible that you've passed the Radio Tower and it's now against the wind (sail can't take you backwards, only slow down forward movement) and you'd need paddles to reach it. If that's the case, you can simply let your raft float forward for some time and new radio tower should eventually spawn, hopefully in a direction you can reach.
As I said, it's possible it's in the opposite direction of the wind. With the sail you can only go 90 degrees to the left or right of the direction wind is blowing to. Sail can't move your raft back the way you came from, only slow forward momentum. To move backwards, you either needs paddles or engines that you get from later story location.
If you can't get current Radio Tower, you can simply let your raft float freely forward awhile and new Radio Tower will eventually spawn, hopefully in direction you can get to.
Mostly from turning full sets of trading cards into badges. I currently have 263 badges of various badge levels.
The number on the screen is the distance. If you think of it as a big clock.. and on the clock the blue target is say at 2pm, now imagine the same big clock on the ocean, with you at the centre pointing forwards, forwards being the direction the wind is flowing and your raft likely is. which puts your target off to your right. With a sail you can turn it to the right and will drift generally towards it. Then when you see the tower, paddle to it. Similarly with the other targets you will get.

As for badges I never bother with those, I don't care what my steam level is.. or what getting more does. Doing this stuff just makes you a lackey for steam.. I like to jump through my own hoops. I've been on steam since it's inception and it still gets my years of service wrong.
As anon says, if your target is behind you.. you can just wait for a new one to appear. Not sure how that works, if the number updates in your journal or if you need to save/reload etc.
