If that does not work, you might want to uninstall Steam and install it elsewhere (I have it installed in "C:\Steam" for example).
Just another waste of money at this point..
First see if it's a permissions issue:

Based on how the error was resolved with other programs, you could try this:
First, navigate to C:\Users\[Your username]\AppData\LocalLow\Redbeet Interactive\Raft\
Open file output_log.txt and post the content here. If the file is too big make a copy to a safe place for the bug report later.
Uninstall Raft
Navigate to C:\Users\[Your username]\AppData\LocalLow\
Delete folder "Redbeet Interactive"
Navigate to C:\Program Files (x86)\Steam\steamapps\common\
Delete folder "Raft"
Reinstall Raft and see if it works now
If nothing above works, please submit a bug report so the developers can take a look here:

Attach the output_log.txt to the report if it had anything in it in case it'll help the devs debug the issue. Also do include link to this topic so devs can see what's already been suggested and tried to resolve the issue.

What.. am I supposed to put in the log? You weren't very specific about what I'm posting in it.
Also, the link didn't help, but thanks for trying.
If the file was not empty, you should also copy the file somewhere so you could attach it to the bug report form later because in following instructions I suggested you delete Redbeet Interactive folder where the file is. By deleting both Retbeet Interactive and Raft folders should insure there is no corrupted files left behind to interfere with the reinstall that would follow.

If you know how to read that, it's what I've seen since forever.. maybe I read it wrong..?
What graphics card do you have? VRAM amount would suggest it's ancient. Even NVIDIA GeForce GTX 550 Ti has 1 GB. And it's using MS basic render driver. That seems wrong...
Can you post your system specifications?

Had to look up how to find it, but the graphic card should be AMD Radeon HD 7310 Graphics.
That's WAY under powered to run the game. That's probably the problem. There is something wrong with your graphics driver as it reports it's using Microsoft Basic Render Driver. It should be using Radeon drivers made by AMD. Even if you fixed the driver, your graphics card would not be able to run this game.
I have to ask, why did you think your computer could run the game?
I'm sorry but there is no way to make the game work on your computer. It's simply not powerful enough to run it. I recommend you request refund. Instructions can be found here:

Anyways, thanks. I'v been working at this for like a week, so at least it's not going to be a headache anymore.. even if it is disappointing.
Surprising to hear you could run Subnautica (I assume you mean the sequel, Subnautica: Below Zero). It does have quite low graphics requirements listed.
