Follow the Tower 6 signs, she's around that area (take a right at the last sign you see instead of a left). She sits at a cave opening, you have to fill the container with wild berries you gather on the island (#8053). She should eat berries then.

Mama bear is on Balboa island. I'm not sure if there are multiple landing points, but she was just up the road from the one I landed at (I took a left where there was a "BEAR WARNING" sign)

our island was bugged no sign of life anywhere on the island

yes we couldnt get life to spawn but quest was still doable and we ended up completing chapter1
