If you have a sail and it is directing your raft against the current, you will become stationary. Try closing the sail or turning it if you have one
If you have an anchor down, raising it will let your raft move
If you have neither, then I would guess it is a bug
If you have an anchor down or the sail is directly into the wind, the current also stops. Make sure anchor(s) up and put sail down (well physically up in the game). When you do that, the raft will move (maybe slowly at first). You can tell if you are moving by looking for your raft wake. No wake, no water movement.
As for catch nets, I place one every other platform along the "front" and also down one side. That way I collect no matter what direction I am sailing/floating.
