Light Bulb, Balboa Island

Hello. I have been trying to find the Light Bulb on Balboa Island for far too long and I can't find it. I have found some information about it, being near some dummies, however none of the sources I saw have a clear path to the Light Bulb, as I don't even know who to get to the dummies. If anyone knows a clear and understandable easy path to the Light Bulb, please let me know down below. Thank you.

If you found the notes on the ground on a path, the dummies are up to the left from them.

And in addition you could interact with one of the dummy and reveal the light bulb

That's the thing I do not know where I can find a note on a ground on a path that could lead me to the dummies, I'd need a location where the note and path is.
